Lunar Blessing cold damage doesn't freeze/chill?

I'm a bit confused by this - 50% of damage as extra cold and even hitting a white mob for 50% of its health I inflict no chill and no freeze buildup with multiple different skills that are only physical and do not consume freeze or chill and thus should be able to inflict it. Shred, Pounce, Cross Slash aren't inflicting any buildup or chill while Lunar Blessing is active.

Seems straight up broke?
