Cant Equip a Rare Finisher alongside a Unique Finisher

I saw in the most recent patch notes we can no longer equip multiple level ups anymore and was wondering if its intended for that to also apply to finishers, having to choose between having a rare OR a unique finisher rather than having both feels bad man.
