Lord of the wilds.

So i took this keystone, equipped sceptre and now i can't use herald of thunder cuz of incorecct weapon set. At the same time i have herald of ash, and i can turn it on without a problem.
But if take off sceptre then i can't use herald of ash because of insufficient spirit. Which i have more than required.
I've reseted lotw keystone skill but nothing changed.
Any ideas?
Ah and on second weapon set i have a bow, but even if i take it off there's no difference.
