Skills with The Whispering Ice staff are unable to trigger the Stormweaver's Elemental Storm skill.

Skills with The Whispering Ice staff are unable to trigger the Stormweaver's Elemental Storm skill. I have attempted this with a number of skills including frostbolt, frost darts and firestorm with close to 100% critical hit chance, however I am unable to trigger Elemental Storm with this staff.
