shapeshifting skills stop non-shapeshifting duration skills to work

Hi, I'm using staggering palm and other quartestaves skills like templest flurry to take advantage of devour shapeshifting skill to gain power charges.
While I have the staggering palm bonus, if I use any shapeshifting skills, it stops to work, also if its timer is still going.
Is it a bug or a mechanic?
