Incorrect fire conversion to caos????

I applied my druid passive points up to the Blackflame Covenant to transform my fire damage into chaos, however, while I'm in bear or dragon form, anything fire-related doesn't convert to chaos as expected; it remains fire. Could this be a bug in the conversion?

Shapeshift skills are all attacks, and Blackflame Covenant only converts spells.
