Not able to progress in the campaign

Hi, i am currently stuck in ACT 4 of the campaign, on the quest called Ask someone about the Weapon.
I tried restarting from the waypoint multiple times, as well as doing other regions and completing them before being done.
But i have no one to talk to, the church is open, and only one i can talk to is Misionary Lorandis and he is not giving me any dialogue option.

Any advice how to reset the quest? or any script or command i can do to reset the quest line?
