Can't progress campaign - Drowned City instant crashing

I can't play through the drowned city in the campaign because the game crashes within seconds of the map loading. I managed to create a portal and get back to the encampment so I could create a new instance from the waypoint, but the same thing still happens. Right after the game unpauses when I load in, the game crashes to the dashboard.
