Act 4 Arastas Progression Blocking Bug

I am writing to report a progression blocking bug I encountered in Path of Exile 2, Act 4 on Arastas Island.

When I interact with the NPC at the entrance of the church, I am unable to gain access to the interior. Despite being confident that I have completed all the necessary prerequisite quests up to this point, the NPC only functions as a vendor (selling items). The dialogue options appear to be unresponsive and do not trigger the necessary event to open the path.

I have tried the following steps to resolve the issue, but none have worked:

I exhausted all dialogue options with the NPC, including the "Introduction" option.

I traveled to a different island/zone and returned to Arastas Island.

I attempted to force a new map instance using "Ctrl + Click" on the zone entrance.I restarted the game client multiple times.

Currently, I am completely stuck and cannot proceed further in the Act.

I would appreciate your assistance in resolving this issue so I can continue my playthrough.

i have the same issue, killed the prisoner and back to town before the hooded ended the animation, could be that idk

i can kill the prisoner over and over nothing happen
