Cannot Apply Orb of Chance to Ashbark Talisman Base

Unsure if intended, but I am unable to use an Orb of chance to a white base Ashbark talisman. I am attempting to create the fury of the king unique.

System error message:

- Failed to apply item: Item cannot increase in Rarity.

This error means the unique is drop-restricted in some way.
