Nova Projectiles is Bugged in current expansion

Staggering palm buff is not working when i am using ice strike, normal auto attacks or wind blast if i have nova projectiles as a support gem.

I checked with my legacy character (Chayula Hollow Palm) and it's working fine on it. Can someone please help me understand what is the issue?
