Persistent spells lose ability to crit when shapeshifted

So the druid primal attacks and spells are designed to be used in tandem, casting long duration effects like lightning strikes and entangle.

I put the support that causes a mana flare on crit on entangle and it makes it pretty easy to see the problem:

When in human form wielding my staff it crits frequently and causes explosions, but when I switch to bear to rampage around the crits stop entirely. The spells now have a 0% crit chance.

I feel as though the persistent spells should remember the stats from the weapon used to cast it.
