May I ask how to upgrade the warehouse to enable offline trading?

I purchased the trade page before season 0.3, but at that time it couldn't be upgraded to offline trading. I didn’t play afterwards. In season 0.4, I want to upgrade the trade warehouse to an offline trading warehouse. What should I do? (On the official website, under My Account → Upgrade, it keeps loading)
