Salvage Bench Bug!

So I was levelling several characters in HC Vaal league. When one character died in Act 2 all of my progressing was there EXCEPT the salvage bench.

For some reason the Salvage Bench pick up in Act 1 was not completed like it was in HC so I had to go back and pick it up again.

Obviously not a big deal, but if all the other elements of progression are transferred on your character from HC when you die, Why is the Salvage bench not?
