weapon swap issues with offhand and default attack (talisman and sceptre)

I attempted to use two different weapon setups to increased the skill effect duration of Lunar Blessing.

I have a talisman and sceptre equipped, and weapon lock is enabled. There doesn't appear to be a weapon lock icon on the offhand to enable weapon locking of the sceptre.

The sceptre has an intelligence mod which is required to satisfy the sceptre intelligence requirement.

On weapon swap, from set 1 to 2, two issues occur:

1. The sceptre is not equipped on the second weapon set (either because the intelligence requirement is not satisfied for the sceptre, even though the sceptre has intelligence; or the weapon lock only locks the talisman and not the sceptre)

2. Using the default attack (shred in this case) swaps weapon sets to the second weapon set, even though there's no configuration for weapon set on the skill.
