Constant 'Failed to connect to instance'

Most annoying thing ever, happens constantly I'm more scared to teleport out of a map than fighting any of the bosses. Looting isn't worth it as once my bag is full I have to choose between ignoring everything or risking 15 minutes of back to back failed to join instance messages.

Every fix iv seen online doesn't work clearly ipconfig in /cmd does nothing, uninstalling the game and reinstalling did nothing.
