Giga stutters

Well, I wouldn't say my PC is great but its not bad, I am using an RTX 2080 with 8 gbs vram and ryzen 7 2700X, 16gb ram, on an SSD and I have insane stutters. I don't have any gameply but on the F1 graphs its very often or mostly the white thingy going up and for some reason my CPU the red one spiking a lot, its only in PoE 2, then also when I close the game or at least try to it basically bricks my whole system for like a minute, its lagging, mouse doesnt move sometimes, is there anything I could do to make it a little better?
