Cant socket expand on CoEA

With thunderstorm socketed on CoEA one of the support gems suggested to be socketed is expand, but i'm unable to socket because it says it can't be socketed, as well with advancing storm

I don't understand why the developers don't use (module/unit) tests for this, to check all recommended support skills are really supportable for the skill (these are just a few lines of code)!?
