Path of Exile 2 Boss atlast points

I have spent the last 6 hours re-doing every single different type of "checklist quest" for my boss atlas points and I am still missing two. I figured it's bugged because not only can I not for the life of me figure out which two are missing (which I think not having some type of way to figure that out is really dumb btw), but also every time I reallocate my boss points it wont save and reverts me back to where it was previously spent. My entire time playing, besides the campaign, has been trying to find citadels to make currency. I have spent 40 hours doing that so far, and not being able to get calamity fragments because I need 10 boss points, but it's bugged, is VERY very frustrating and makes me want to stop wasting my time.
