Weapon swap breaks charged staff buff

I tried out pairing a weapon swapped ferocious roar into my quarterstaff build.

I can use charged staff on my quarterstaff and it works fine, I get the lightning damage and particle effects.

When I use the bear form roar the staff on my back remains charged and the buff remains in my top bar on my character.

On switching back to the quarter staff or using any of its skills however I no longer have the damage buff or fire out the lightning waves. The particle effects and buff duration remain.

No further switching back or forth resolves this. Renewing the buff does not either and it seems the only way to get the buff back is to wait for the current buff to expire.
