Siphoning Strike Fix

Siphoning strike has a flawed design that feels extremely bad to use for its intended purpose.
When striking an unshocked enemy it just strikes them. When striking a shocked enemy to get a power charge it does a long twirl at the end, which takes time and takes you out of the flow because the skill acted differently. While I would prefer the twirl not exist at all cause its annoying. The REAL problem is not the twirl, but the difference in behaviour. If it did the twirl on every singe strike it would not feel nearly as bad. But because its inconsistant it feels like you are occassionally punished. Worse because its on the ideal situation it feels you are punished for using the skill correctly and rewarded when you don't use it correctly. My suggestion would be to remove the twirl completely, but if you won't because the skill should feel impactful or something then please make the skill twirl ALL time time as a compromise.
