harald of ash and thunder not useable with current weapon skill setings in poe 2

here i am level 52 thaught i would try the weapons set kills so i locked the weapon to 1 and 2 then the herald of ash stoped working says not useable with current weapon skill setings in poe 2 tried moving stuff around and guess what the herald of thunder does the same thing please tell me there i a way to fix this
