Fate of the Vaal Quest should be streamlined

Now I dont know if im unlucky or missing something obvious or maybe its bugged. But what must be done to attempt to fight Atziri? I defeated the architect in my lvl 60s, then it said oh hes not strong enough to open... Must or should fight him again at lvl 75? But Why?! Are we fighting him again after he do some pull ups or something?
Then I spend about 3 days getting to lvl 75 and took him out like 10 more times and have yet to get whatever the "Royal Access Chamber" room card or medallion to fight her. Then I got to level 78 thinking that may help for some reason and nothing still. At some point I thought "oh maybe ill just connect to both of them in one run and go to her after beating him that must be how to do it!" Or just not use any other rooms and go to them only. Nope didn't work, But why cant it? its a huge time sink to the point where im burning through waystones regardless of tiers looking for Vaal Beacons. But Why bother with this Access room anyway? why cant dude just drop it as key item or next time you enter you have to ability to challenge her right away? Why six Vaal Beacons instead like 4? Was it for lore reasons or because of the Demonic theme? why not just make it where we need a certain amount of energized crystals to challenge her directly instead? And why give us more space to store energized crystals if we only get one at a time per map? Now I understand its not supposed to be done all at once. You just ignore it for some time and collect crystals. But its not worth all this hassle regardless of the loot. Why cant his room just be connected to hers since he needs to be defeated 1st? why do we only get one attempt to fight him per run as if hes a final boss of the temple? why do I have so many vaults of other generals taking up space on the left and right but not a single access chamber? is it RNG based?
