Levelling uniques need improvements

Amidst the usual discourse of asking for campaign skips in one form or another I am humbly asking for a "simple" fix using preexisting and eventually new unique items: common stuff that could make a player excited about a new character WHILE running the campaign.

Requirements and scaling:

The current level requirements and damage scalings are quite awful for this kind of item. Something designed to ease levelling should be available at level 1 with stats high enough to last until the later parts of the campaign (or with passives strong enough to warrant the tradeoff), even at the cost of immediate balance. Items already have ilvls to gate them from dropping too early and prevent leaguestarters from getting too much power too soon. Getting a lvl 60 Sands of Silk is worthless (aside from the existing issues with Blink). Even the minimum possible level of 16 is too high for such a niche item. Having to swap and maybe even buy items that will be relevant for half to maybe an hour of campaign ends up taking more time than what it ends up saving.

General power level:

Basically an addendum to the previous point, but simply put most uniques provide too little power compared to what is already available during the campaign. Luminous pace barely makes a difference when compared to a "normal" character, especially now that we have sprint. Foxshade has low stats and a big conditional for what ultimately is a fairly small boost. Where are the Seven Leagues Steps? Where are the fabled Cannon Boots?

Class fantasy:

This will require making new items, but why not make stuff that can give players a taste of the power they will have later, maybe with a twist? Like a mace that gives you early access to a lvl15 HotG and helps generate the glory necessary to use it? Why not add a staff that passively spawns plants for the player to water? Why not add a bow that... nvm, bows are always full build. Why not add a wand that periodically spawns Dark Effigies? What about an armour that grants an ignite aura? A sceptre that explodes corpses when you do something like cursing? Maybe something to help people generate charges during the campaign.

These are just my two cents. Stuff like Rake + Stomp or the Wolves runic enchantment were cool power fantasises that made people excited about running a new character. Did they trivialize most of the campaign? Absolutely, but shouldn't an alt retain some of the power fantasy from the main character? Endgame uniques could use improvements too btw, but that's another topic.
