Cross slash often does not hit anything

Cross slash seems like a good skill, and I want to use it, but it has a high chance of not hitting anything. My chance to hit is 100% at 2M, and when I use it it's strictly as a follow-up to freezing mobs with Lunar Assault. The animation will play, I will slash and leap back, and nothing takes any damage at all. It happens way too often to be evasion or something, the skill is wonky. I tried using concentrated effect and not using it, doesn't seem to make any difference.
