Quest: The Search Bugged

In Act 4, I beat Tavakai and watch the Hooded One heal Makoru. After that, nothing happens. The quest does not complete.

Things I have tried:

Logging out.
Restart the computer and the game client.
Opened a new zone instance for Heart of the Tribe and beat Tavakai again.

Nothing fixes the problem, and I cannot finish the campaign.
