The Whispering Ice permafrost Staff (cannot use this item) POE2

After the latest update I'm not able to use The Whispering Ice Permafrost Staff on a preexisting level 93 Character that had been using the staff prior the update. There is no indication of any stat requirements that are not being met. It does not prevent me from equipping it however it says "you cannot use this item. Its stats will be ignored"
