Bug Report ID: #4118027616 - Enraged Warcry not generated Endurance Charge in bear form - shapeshift

While attacking in wolf form, if I press Ferocious Roar linked with Enraged Warcry I, I do not generate an endurance charge from consuming the 20 rage. Note that I ruled out it not just being the first use of it and thus not on cooldown yet. It only works if I remain in bear form and then warcry. Very repeatable issue. It seems the game is:
1. Checking whether rage needs to be consumed to bypass warcry cooldown
a. If so, and already in bear form, consume it and gain an endurance charge from the bear's passive ability.
b. If so, and not already in bear form, consume the rage first before shapeshifting into bear
c. If not, no need to consume rage since not on cooldown
2. Then shapeshifts you into bear (if not already in bear) and use the Ferocious Warcry.

I have tested weapon swaps to rule out that issue.

Edit: Follow-up below:

I then had the idea to test this further by putting Enraged Warcry into Arctic Howl and then alternatve between Arctic Howl and Ferocious Warcry. In this case the following happens (assuming Arctic Howl is on cooldown for simplicity's sake):
1. In bear form I use Arctic Howl with Enraged Warcry I
2. It first consumes the 20 rage to bypass the cooldown and grants me an endurance charge from the bear's passive
3. Then it transforms me into a wolf since I need to be in order to properly finish the action of using Arctic Howl

So perhaps this is intended, but I think since Enraged Warcry is supporting a given warcry, the necessary requirements of being in that form before consuming rage makes more sense. So likely a bug.

Edit #2. The same does not hold when going between human and bear. It is even worse (in this case using Seismic Cry in human form and Ferocious Roar, and assuming warcries are on cooldown for simplicity):
1. If in human form and using Ferocious Cry with Enraged Warcry, it will consume the rage first and then transform to finishing the "cast" of Ferocious Cry (no endurance charge).
2. If in bear form and using Seismic Cry with Enraged Warcry, it will still consume the rage but no endurance charge (this is a different behavior realized previously with "being in bear form and using Arctic Howl with Enraged Warcry").
