Cannot access endgame content until you have completed the campaign - Bug or How-To?

I completed campaign as evidenced by getting last 2 Passive Skill points, total of 24 pts from The Hooded One.

Click Waypoint - Travel to Hideout - MAP Device - Insert Waystone and Percursor Tablet - encountered error message in log per title word-for-word.

Is this a known/new bug?
Or just me not knowing what-where-how-to-proceed from here to start/play Endgame Map Contents?

Solution:

Map - Interlude - Click Home Travel to Refuge - Click Speak to The Hooded One - Travel to Ziggurat Refuge - Map Device. USE IT to begin endgame content.

uhm once you get the last book, you use it then tell hoodie to go oriath and you spawn at refugee, didnt work??

The quest will tell you to go to the ziggurat. The first Map must be completed at the ziggurat, then you're free to open them from hideout.

I did check the Quest Log, just a list of completed and skipped quest.
Nothing to directly guide me on what/where to go/do next.

Campaigned ended per Quest - returned to Kingsmarch, where I spoke/clicked The Hooded One to received the last 2 passive points.

Anyway, figured out after teleporting here/there/a few places to land fortuitously as laid out in my edited OP -- The KEY was Travel to Refuge.
