Primal Strikes does not inflict Bloodstone Lances when using Atziri's Contempt

Pretty self-explanatory and easy to reproduce, just equip Atziri's Contempt Pronged Spear and hit enemies with Primal Strikes. They won't get any Bloodstone Lance debuffs.
Not sure if it is a bug but I'm pretty sure Primal Strikes is indeed a spear skill, so no reason it shouldn't work. Need game info?
