The Whispering Ice - Controller Skill Bind Bug

Bug Severity: Annoying but not critical.

Input Device: Microsoft or XInput Controller

The unique spell staff "The Whispering Ice" has a spell named "Icestorm" you bind and use as a skill, if you play with a controller, the binding will reset and auto-bind to the "A" button on EVERY zone transition (load screens, abyssal depths, Vaal Ruins, Atziri Temple, Hideout etc.) when the skill is bound to the secondary skill bar. (when you hold left trigger)

Reproduction Steps: Equip the unique staff "The Whispering Ice" and bind the "Icestorm" skill to a controller button on the secondary skill bar (holding left trigger), change zone or relog into the game. Note the skill binding has reset itself.

Expected Result: Binding the Icestorm skill to a secondary button while using a controller should keep the bind intact through zone transitions and relogging just like any other skill.
