Ice Armour not working

I am trying to use Ice Armour which is supposed to make my minions count as frozen, to use Elemental Sundering but no explosion is occuring.

Elemental Sundering clearly states: "Consumes freeze, shock and ignite on a number of nearby enemies, ALLIES and corpses." and Ice Armour states: "Apply Ice Armour to minions in an area, reducing damage taken from hits, causing damage to enemies that hit them, and counting as FROZEN for other effects

These 2 statements clearly would say the combo should work but at the moment it does not
