2nd character sees quests from end game maps, no campaign quests

1. clear campaign on 1st character of league and unlock an end game quest (i.e. abyssal power)
2. create 2nd character of league and unlock a campaign quest
3. observe quest log on right side of screen shows end game quests but no campaign quests

edit: i had quest tracking disabled, i can see campaign quests with it enabled, but i'll leave this bug report bc i probably shouldn't see end game quests on a new character anyway
