Item Not Usable - Requirements Met

So I have a bow that has a dex and level requirement, socketed with charms that also have a level requirement. I exceed all requirements but still not usable. I submitted a bug report via email but I guess they are so overwhelmed with things not working, they ask you to post about it.... something tells me I wasted Divs in a trade.

Many augments have been limited to 1 each with the new patch. If you have an item with 2 or more of these, you won't be able to use it.
