Unable to Regal orb precursors

I’m unable to apply anything to a normal or magic precursor to make it a rare. I watched a friend use a regal orb on his magic precursor to make it rare and I am unable to. Anyone know anything about this?

Defeat the Arbiter of Ash to unlock this ability.
