Lag and server disconnect some nights, usually between 8pm-10pm PST

Alright, here's an odd one for ya'll;

Ever since server launch (I haven't played in a few leagues) some nights I have big desync issues between 8pm and 10pm PST.

I am running a hardwired ethernet connection.

I am using command prompt to ping google at 8.8.8.8 with average response times of 16ms and less than 1% packet loss.

Internet speed test, both googles and FAST.com shows about 30Mb/s up and 5mb/s down.

I have tried connecting to other nearby US gateways - California is my default, but I've tried Texas and Washington with no real change.

Anyone got any suggestions or tips? Is this a known issue?
