I cannot fill both slots on my talisman with Lady Hestra Rune of Winter (19-28 cold damage) is this a BUG or is intended as I was able to replace one of the sockets. (POE II)

I found this information Endgame Runes" that are explicitly limited to one per character.
But just wanted to double check since last league I had my ranger bow 3/3 equipped with same end game runes |
