Guatelitzi's Ablation Power Charges Only Procs Once

I'm using Guatelitzi's Ablation on a Pain Offering.

The offering lasts over 11 seconds. The support gem says I am granted a Power Charge every 4 seconds. However, this seems to only proc a single time over the duration.

This is either a bug or the description is incorrect.
