Empowered attacks with HAIL talent node

Correct me if im wrong.
I'm using Empowered sparks on killing palm to generate charges and make sparks.

The problem is, even if after generated charges the skill bar shows the next (3!!!) palm is empowered, the "HAIL" talent node (Empowered Attacks Gain 16% of damage as extra cold damage) doesn't give my palm attack extra cold damage.

Tested with Zero base cold dmg on Killing palm, expecting the extra cold dmg from HAIL to deal any ammount of cold dmg (mobs with negative cold res get no chill debuff at all). Am i missing something? The skill icon shows the Empowered effect and how many attacks are empowered so i assume that part works just fine.

Could be a number of factors. The first one that comes to mind is running something that prevents chill. Three Dragons, Elemental Focus, hits small enough vs high threshold to not apply chill, etc.

nothing prevented chill, if i added a supp gem with 25% extra cold dmg then the chill applied.. when almost 1hitting certain mobs and getting 13% extra dmg as cold i would expect to apply at least a slight ammount of chill vs negative cold res. as of the extra 25% from supp gem applied

also i just see i created a thread in poe1 bug reports when i clicked the link i found on poe2 report tab.. and still ended up here in poe2 bug reports. my bad
