"You cannot use this item. Its stats will be ignored"

Hi guys, I got these new boots, I have all the requirements necessary but I still can't use them. It has two socketed runes, could this be the reason why? As now we can only use boots with a single rune. Would love help thank you.

Runes have lvl requirement, low without,normal 15 lvl,big 30 lvl,purple 50 lvl

Some runes were changed to be limited to 1. You cannot equip items with two of these runes.
