Tornado with Swift Affliction III

Hi. Despite bringing down Tornado's duration to well under 1 second, it doesn't benefit from the effect of Swift Affliction III support

I've tested this a few times already, brought duration below 1.0, dps charts do not reflect changes or is not working correctly.
