Cold Resistance not increasing or decreasing

Something is up with the cold resistance stat on my character. It's currently at 64% and socketing in runes does not increase it, and I just got the tasalio tattoo that increases cold resistance by 5%. Still no change. Weirder still, unequipping some pieces of my gear (with cold resistance on it) decreases the stat, but unequipping others does not. I'm unsure if this is a UI bug or the stat is not calculating correctly.
