Luna Blessing, Moonbeam CDR issue with Atziri's Impatience + Duration scaling problems.

Atziri's Impatience, when used with Luna Blessing, does not apply to the moonbeam portion of the skill component. It only seems to apply to the base cooldown of the skill itself. Which feels unintended. Surely it should also apply to the moonbeam. (Other sources of cooldown reduction, such as Cooldown Recovery II, when supplemented for Atziri's Impatience, apply to Moonbeam. The passive tree also affects the moonbeam portion, aswell as other sources.

Secondly, Duration, in general, from a support gem or from the tree, only applies to the base duration of the lunar blessing. I believe it should be applied after the rage portion is calculated for the skill. Investing in duration at the moment doesn't seem intended if it only applies to the base and has minimal impact. This may be intended, however, it feels bad.
