vaal temple logic bugging for me

as you can see in the images my temple is bugged i cant place a spy master room after the last garrison on the top right niether after the legion barrack on the bottom
also i cant place a synthflesh lab after the same garrison on the top right

all vaal temple logic sites and simulators show i can place both what is wrong here?
