Act 4 Prisoner - Hooden one interaction gone

I killed the prisoner for the first time, but I died in the process. After going back to the arena The Hooded one was gone and I did not get the follow-up interaction. Resetting the instances and redoing the fight does not help, The Hooded one does not show up.

Since I had more weapon pieces to gather, this did not block my progression of the quest, I was ultimately able to complete it, even without this interaction.
