Eternal Youth recharges life through loss and damage when at base recovery delay

Context:
I wanted to try to sustain a high attack speed Last Lament, and thought of the Life Recharge + Dissolution of the Flesh build archetype from PoE1. I had the idea to test whether or not Life Recharge would remain uninterrupted: 1) if damage were taken from mana before life, 2) if life was sacrificed or paid as a cost. I found that stayed uninterrupted for both of those cases (contrary to the tooltip), and later discovered that even the life loss from Death Articulated failed to interrupt it. This seemed inconsistent with the mechanic from PoE1. Further testing showed that direct damage from monsters failed to interrupt the life recharge, which seemed too good to be true. Testing "% faster start of..." modifiers basically confirms that this is a bug, since any modifiers to the base recharge delay (including Gloamgown) immediately causes the recharge to stop.
