Major Bug: Spymaster assassination is not upgrading existing ones

Hi i have been trying to build my temple and i have tried adding spymaster for three times now to upgrade a spymaster that i already have and only tier 2 and no spymasters are being upgraded into tier 3 after killing that spymaster or if it gets destroyed when closing the temple

P.s: i don't have any commanders connected to these spymasters and there are no reasons that could stop that upgrade which means that this is a bug and a major one especially after that last hot fix which will lead of me losing the spymaster every time as i can't lock as it never upgrades to tier 3
