Fulgurite Tincture doesn't grant Shock Chance

It gives the increase shock effectiveness but it doesn't give shock chance.

I can't see any of your characters currently equipped with Fulgurite Tincture. So either you swapped to another flask/tincture, or you got mixed up with Prismatic Tincture which gives more elemental dmg, which is similar to shock effectiveness.. but doesn't help shock chance.

As for the shock chance, you still need lightning damage (ignoring shocks from crit). If this was on your Scion, your only lightning damage is added lightning and half conversion from Smite, with the low base phys of Wings. So while the tincture would be up, you'd have 25% chance to shock (more with tincture effect), with the separate shock chance provided from crits. But if an enemy has elemental resist, high HP, etc.. then you need even more base shock damage (lightning) to see shocks.. which is where shocks from crits might be helping because higher lightning damage.

If none of that is relevant, then you need to include more information, screenshots/video, and a bug report number if you want any visibility to the issue.

I removed the tincture because it doesn't work, you can see in the screenshot the tincture is active and granting shock effectiveness but it doesn't grant shock chance.

It's not about not dealing enough lightning damage, it just doesn't grant chance to shock.

Strangely, testing this out--it seems like the freeze tincture, Borealwood, added chance to shock to the character sheet while it was active.
