Herald of Thunder Raising Message Not Usable

Hi, the Herald of Thunder skill gem has a red exclamation point message saying "Not usable with current weapon set settings". I am using a bow, I have 30 spirit. I don't know why it won't work. I'm playing POE2 as a Ranger named RoysHuntress. Please advise. Thanks, Roy
