Mirror of Refraction + level scaling issues

I think this is a lineage support gem bug with mirror of refraction not adding the + levels from the supports.

Currently I have Mirror of refraction at lvl 29 ( +4 from helm, +1 from amulet, +1 from dialla's and +3 from uhtreds omen)

According to Poe2db my mirrors should be appearing every 1.1 seconds, however it seems to be soft locked at 1.5 and can't currently get any lower from what I can tell.

When adding the + levels from my helmet and amulet, it correctly calculates the extra levels and lowers the cooldown correctly. However when I add or remove the support gems, it only changes the visual tooltip level and not the actual level of mirror and doesn't adjust the appear rate correctly it looks like.

If anyone else can figure out what's going on please let me know and if this is bugged accordingly, hopefully it can get fixed. Thanks!
